Sea scorpions are not actually fish, but rather a group of extinct arthropods that lived in the oceans during the Paleozoic era. They were called sea scorpions because they looked somewhat like scorpions and had a pair of large, grasping claws at the front of their bodies.
As far as we know, sea scorpions were not poisonous. They likely used their claws to catch and hold onto prey, rather than injecting venom. It's possible that some species had a venomous bite, but there is no direct evidence of this.
It's also worth noting that sea scorpions went extinct millions of years ago, so they are not a current threat to humans or other animals.
